Locust Street was once home to two blighted structures. The Redevelopment Authority of Allegheny County demolished the structures in 2014 and the Borough of Etna pushed for affordable housing on the site based on community input.
These parcels are situated one block away from Etna’s main thoroughfare and adjacent to a community garden and multiple assets such as restaurants, brewery, and community center. All 3 homes were sold to first-time homebuyers under 80% of AMI. All three are Energy Star Certified, bringing cost savings back to the homeowners.
City of bridges, which had been a strong partner in the past, engaged Module to develop single family homes on the site. Groundbreaking happened in April of 2025 and boxes were set by June of 2025. Certificates of occupancy were obtained by December. City of bridges as a CLT will own the land and keep the homes affordable in perpetuity.
This project represents the first new construction in the borough of Etna in 12 years!
City of Bridges Community Land Trust partnered with the city of Etna County to bring these affordable homes to the neighborhood.
City of bridges engaged Module to develop single family homes on the site. The permanently affordable community land trust model ensures that the homes are affordable for income-qualified buyers who may otherwise be priced out of the neighborhood, allowing homeowners to build assets and improve their financial freedom.
Protection from high energy bills
The HERS Index is a nationally recognized system used as an industry standard for measuring a home’s energy efficiency. A HERS Score can provide indicators on how well a home is performing and can help anticipate energy usage and utility costs. The U.S. Department of Energy predicts that a typical, existing home scores about 130 on the HERS Index. A typical, new construction home scores a rating of 100. Lower HERS Index ratings equate to a home that uses less energy, 0 being the rating for a Zero Energy, or Net Zero Energy home (now called Efficient New Homes). These homes achieved HERS Index scores ranging from 40 to 41.
