The Mosby Street Project is bringing nine new affordable rental apartments to Richmond’s historic Church Hill neighborhood. These apartments will house individuals at the deepest levels of affordability, 30–50% of Area Median Income (AMI). Developed in partnership with project: HOMES,  the three-story building will provide stable, high-quality housing for Richmond residents who may otherwise struggle to maintain stable housing. The property will be managed by a local faith-based organization with a commitment to racial equity.

The project demonstrates how modular construction can expand the supply of affordable housing without sacrificing quality or design. Module provided the project’s design and manufactured all 18 modules in Pennsylvania. The modules arrived in Richmond in July 2026 and were set in just three days. 

The building was designed so that mechanical, electrical, and plumbing systems could align across all stories once they were assembled on site. The project also required Module to design its stair boxes from scratch, fire sprinkle the building, and build to International Commercial Code.

The completed building will be energy efficient and feature exterior balconies overlooking the surrounding Church Hill neighborhood. While the project is still under construction, the set offered an early glimpse of what the finished building will bring to the neighborhood. During the installation, local residents stopped by the site to ask how modular construction works and how they could eventually rent one of the apartments.

The project was supported in part by an innovation grant from Virginia Housing, which also provided permanent debt financing and a portion of the construction financing. On-site construction is expected to be completed by the end of fall 2026. 

Founded in 1992, project: HOMES is a Central Virginia nonprofit working to improve lives by improving homes. The organization helps older adults, individuals with accessibility needs, and neighbors with modest incomes access safe, affordable, energy-efficient, and accessible housing through home repairs, energy upgrades, preservation, and new construction. For the Mosby Street project, project: HOMES served as the developer and secured an Innovation Grant from Virginia Housing to support the project’s innovative modular construction approach.

Founded in 2000, Urban Hope is a housing nonprofit that partners with clients to gain financial health, secure safe, quality, affordable rental housing, and chart pathways to homeownership. They are a faith-based organization, led by and centered on residents, and focused on the East End of Richmond, VA.

As the operating partner for Mosby Steet, they will be managing resident services, where they will bring their commitment to anti-displacement practices and policies and vision of an inclusive and just community where everyone can find a home. Urban Hope is the only agency in the East End of Richmond focused on rental housing that remains affordable for people making below 50% Area Median Income (AMI).
